Yes I remember that , and have seen the yellow water in many of the Russian apartments from the beginning of the project, I just assumed rusty pipes, I would expect socialists to take better care of their populations!
You are joking I hope. Civilian infrastructure is down on their list of priorities. Just look at the Russian Military for a comparison. (sorry for going off topic)
